libelpa-dev software package provides Eigenvalue SoLvers for Petaflop-Applications (Development version), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libelpa-dev
libelpa-dev is installed in your system.
Make ensure the libelpa-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libelpa-dev *
You will get with libelpa-dev package name, version, architecture and description in a table
